I’ve been reading through the final version of the US government’s National Strategy on Trusted Identities in Cyberspace (NSTIC). This is roughly what journalists think about:

What’s envisioned by the White House is an end to passwords, a system in which a consumer will have a piece of software on a smartsphone or some kind of card or token, which they can swipe on their computers to log on to a website.

And this is roughly what I think about it: I think that NSTIC isn’t bad at all. As I’ve noted before I’m pretty warm to it. The “identity ecosystem” it envisages is infinitely better than the current ecosystem and it embodies many of the principles that I regard a crucial to the online future. It explicitly says that “the identity ecosystem will use privacy-enhancing technology and policies to inhibit the ability of service providers (presumably including government bodies) to link an individual’s transactions and says that by default only the minimum necessary information will be shared in transactions. They have a set of what they term the Fair Information Practice Principles (FIPPs) that share, shall we say, a common heritage with Forum friend Kim Cameron’s laws (for the record, the FIPPs cover transparency, individual participation, purpose specification, data minimisation, use limitation, data quality and integrity, security and accountability and audit).

It also, somewhat strangely, I think, says the this proposed ecosystem “will preserve online anonymity”, including “anonymous browsing”. I think this is strange because there is no online anonymity. If the government, or the police, or an organisation really want to track someone, they can. There are numerous examples which show this to be the case. There may be some practical limitations as to what they can do with this information, but that’s a slightly different matter: if I hunt through the inter web tubes to determine that that the person posting “Dave Birch fancies goats” on our blog comes from a particular house in Minsk, there’s not much I can do about it. But that doesn’t make them anonymous, it makes the economically anonymous, and that’s not the same thing, especially to people who don’t care about economics (eg, the security services). It’s not clear to me whether we as a society actually want an internet that allows anonymity or not, but we certainly don’t have one now.

The strategy says that the identity ecosystem must develop in parallel with ongoing “national efforts” to improve platform, network and software security, and I guess that no-one would argue against them, but if we were ever to begin to design an EUSTIC (ie, an EU Strategy for Trusted Identities in Cyberspace) I think I would like it to render platform, network and software security less important. That is, I want my identity to work properly in an untrusted cyberspace, one where ne’erdowells have put viruses on my phone and ever PC is part of a sinister botnet (in other words, the real world).

I rather liked the “envision” boxes that are used to illustrate some of the principles with specific examples to help politicians and journalists to understand what this all means. I have to say that it didn’t help in all cases…

The “power utility” example serves as a good focus for discussion. It expects secure authentication between the utility and the domestic meter, trusted hardware modules to ensure that the software configuration on the meter is correct and to ensure that commands and software upgrades do indeed come from the utility. All well and good (and I should declare an interest a disclose that Consult Hyperion has provided paid professional services in this area in the last year). There’s an incredible amount of work to be done, though, to translate these relatively modest requirements into a national-scale, multi-supplier roll-out.

Naturally I will claim the credit for the chat room “envision it”! I’ve used this for many years to illustrate a number of the key concepts in one simple example. But again, we have to acknowledge there’s a big step from the strategy to any realistic tactics. Right now, I can’t pay my kids school online (last Thursday saw yet another chaotic morning trying to find a cheque book to pay for a school outing) so the chance of them providing a zero-knowledge proof digital credential that the kids can use to access (say) BBC chatrooms is absolutely nil to any horizon I can envisage. In the UK, we’re going to have to start somewhere else, and I really think that that place should be with the mobile operators.

What is the government’s role in this then? The strategy expect policy and technology interoperability, and there’s an obvious role for government — given its purchasing power — to drive interoperability. The government must, however, at some point make some firm choices about its own systems, and this will mean choosing a specific set of standards and fixing a standards profile. They are creating a US National Project Office (NPO) within the Department of Commerce to co-ordinate the public and private sectors along the Implementation Roadmap that is being developed, so let’s wish them all the best and look forward to some early results from these efforts.

As an aside, I gave one of the keynote talks at the Smart Card Alliance conference in Chicago a few weeks ago, and I suggested, as a bit of an afterthought, after having sat through some interesting talks about the nascent NSTIC, that a properly implemented infrastructure could provide a viable alternative to the existing mass market payment schemes. But it occurs to me that it might also provide an avenue for EMV in the USA, because the DDA EMV cards that would be issued (were the USA to decide to go ahead and migrate to EMV) could easily be first-class implementations of identity credentials (since DDA cards have the onboard cryptography needed for encryption and digital signatures). What’s more, when the EMV cards migrate their way into phones, the PKI applications could follow them on the Secure Element (SE) and deliver an implementation of NSTIC that could succeed in the mass market with the mobile phone as a kind of “personal identity commander”.

Confronting the issue

There’s an interesting choice of words in the O’Reilly Radar publication on “ePayments 2010“. The report’s subtitle is “Emerging Platforms, Embracing Mobile and Confronting Identity”. I thought that this is expressive: the payments industry is “confronting” identity.

…even as consumers come to expect online systems to know more about them in order to facilitate transactions and reduce friction in accomplishing tasks, they are likely to want to maintain control over which online services have access to distinct aspects of their identity.

Very well put. It illustrates a point that I find myself making in more and more discussions these days: that if the players in the payments industry don’t deal with the identity problem, then someone else will.

Identity is critical in many ways: It ensures the right degree of user personalization, enables the reliable billing of services used across a platform, and provides a strong foundation of trust for any transaction occurring on the platform.

Patrick is right to highlight the key role of identity in constructing the future payments infrastructure, although I would draw a slightly different diagram to illustrate the relationship. He has drawn identity on top of payment services, whereas as I would draw them side-by-side to show that some commerce applications will use identity and some will not, some commerce applications will use payments and some will not. This isn’t just a payments issue, of course. It’s rapidly becoming a major block on the development of the online economy. There’s a Chernobyl coming, and the recent fuss about Sony and Sega will appear utterly trivial in comparison. I’m not smart enough to know where or when it will happen, but it will happen. If I had to take a wild guess, I might be tempted to predict the epicentre if not the cause or symptoms.

I trust Facebook to give the messages that I type to my ‘friends’. I trust Facebook with the login details to my Yahoo email account… Even in the last week at least four of my friends have been link-jacked in Facebook – whereby their accounts start spewing malicious links onto the walls of their friends.

It’s the interlinking via social networking that is precisely the danger, because that means when something goes wrong is goes connectedly wrong and gets out of control in unpredictable ways. Something has got to be done to make identity mischief substantially more difficult. But how?

We need online identities anchored in hardware cryptography. Everybody who does financial cryptography understands that for anything of value, you can’t store the keys in software. You need hardware protected keys, with a cryptoprocessor to operate on them, and very importantly, a trusted UI to the human that doesn’t involve hackable software. EMV is a good basis for this

Hear hear. I’d say that it was the chip with a crypto co-processor that is the basis (EMV is just an application running on such a chip) but the point holds. So where are these chips today? Well, they exist in your chip and PIN card is a sort of autistic form, with limited communication and narrow bandwidth through which we can reach the smart core. And they exist in your mobile phone, in the form of the UICC, where they have high bandwidth, constant connectivity, a UI, huge memory and an ecosystem beyond the device. And they will soon exist in your mobile phone, set-top box and elsewhere in the Secure Element (SE). (As an aside, in some models the SE will be resident in the UICC, so there may only be one physical chip.)

Therefore, there is an opportunity to roll-out an SE-based infrastructure, perhaps in the NSTIC architecture, that sets us down the path to identity security. I’m surprised that, in Europe at least, the mobile operators haven’t already got together to develop their joint response to NSTIC and begun work on the business models that it spawns. The mobile operator is a naturally identity and attribute provider and they already have the tamper-resistant hardware (ie, UICCs) out in the market. They know the customer, they know the network, they know the device. I should be logging on to everything using my handset already, not messing about with passwords and secret phrases and mother’s maiden name.

From the point of view of the UK, where the national identity card scheme has just been scrapped and there is no alternative identity infrastructure in place, there is much to be admired in the US approach.

This may be another area where the ease of use afforded by NFC makes for a big difference in the shape of the marketplace and the trajectory of the stakeholders. There were some early experiments in SIM-based secure PKI, but they were very, very clunky because they needed SMS or Bluetooth to connect the handset to the target device, like a PC or a kiosk (or a POS). But in the new world of NFC, what could be simpler: use menu on phone to select identity, tap and go online. And since the SE can handle the proper cryptography, my phone can tell whether it is talking to the real Barclays as well as Barclays working out whether it is talking to my phone. The NSTIC framework, when combined with the security and ease-of-use of NFC in mobile phones, may not be whole solution, but it’s certainly a plausible hypothesis about what that solution may grow from.

Make cash walk the plank

[Dave Birch] There are some people, in some parts of the world, who still prefer cash over any form of electronic alternative. My mum, for example. But her demands on the Treasury are modest. In other countries, cash has a bigger impact, because local distributed entrepreneurs need it for business-to-business transactions.

Somali pirates are reported to have received a total of $12.3m (£7.6m) in ransom money to release two ships. They are believed to have been paid a record $9.5m (£5.8m) for Samho Dream, a South Korean oil tanker, and nearly $2.8m (£1.7m) for the Golden Blessing, a Singaporean flagged ship. “We are now counting our cash,” a pirate who gave his name as Hussein told Reuters news agency.

I’ll bet they are. And It will take them a while. Once again, these marine miscreants aren’t looking for prepaid mobile phones, gift cards or PayPal accounts: they are after cash, and I’ll lay a pound to a penny that they didn’t want Yuan or Roubles or Kenyan Shillings and an M-PESA account in a false name: they wanted dollars, and in $100 bills. The cash was dropped from a helicopter on to the ship. Wait a minute, you might be tempted to think: how on Earth can people move millions of dollars in cash around when we have stringent KYC/AML/CTF legislation in place! I think I may have found the answer. They are criminals, and therefore don’t care about such restrictions. There’s an amazing story in one of the free newspapers you get on the tube (Metro, 20th June 2011).

Three Britons accused or smuggling more than £2m into Somalia to pay pirate ransoms. They were given sentences of between TEN AND 15 YEARS (my emphasis) and also fined £9,000.

That £9,000 fine must have strung. This is, apparently, the first time that “westerners” have been sentenced for their involvement in ransom payments. Hhhmmm. Interesting. Now what were they smuggling into Somalia again? Was it mobile handsets for illicit m-payments? No. Prepaid cards to be used for nefarious purposes? No. Bitcoin wallets on encrypted USB drives? No. It was cash. Of course it’s quite inconvenient to have to ship huge wads of $100 bills around, so perhaps the pirates had asked for euros instead. It could do with the support at the moment. If the Feds decide to start issuing $500, or $1000, bills anytime soon, the euro would be devastated, since almost half of the euros out there are in the form of €500 notes and if drug dealers, money launderers, kidnappers and corrupt politicians decide to dump them for dollars the demand would collapse (nobody uses them in legitimate transactions).

Malaysian police have arrested a Lebanese man allegedly carrying fake currency with a face value of $66 million after he tipped a hotel staff with a $500 note, an official said Friday. The largest U.S. note currently in wide circulation is a $100 bill. But police found bundles of $1 million, $100,000 and $500 notes in the man’s hotel room in Kuala Lumpur on Sunday, said Izany Abdul Ghany, head of the city’s commercial crime unit.

Cash does seem to attract the wrong kind of person. There has to be a better way.

Elizabeth Buse, group president, Visa, responsible for Asia Pacific, Central Europe, Middle East and Africa said that bringing transactions out of cash into electronic forms will allow governments to have better tax compliance and greater monitoring of fraudulent transaction and money laundering.

There’s an interesting experiment in this line of thinking underway right now, The Central Bank of Nigeria (CBN) is attempting to restrict the role of the cash in the economy there and push for a more efficient less-cash system.

To be precise, the CBN on April 20 sent a circular to all banks, Cash-in-Transit (CIT) operating firms, payments system service providers, limiting daily cash withdrawals to N150,000 for individuals and N1 million for corporate entities effective June 1, 2012.

There’s been a storm of complaint about this from various elements in Nigerian society. I assume that some of these complaints come from people who are happy with the corruption and tax evasion that cash delivers, but there are also reasoned complaints that the electronic infrastructure is insufficient.

On May 17, the House of Representatives objected to the proposal by the CBN & requested the CBN to suspend the implementation of the policy. They argue that that the country was not prepared for such a change

I hope the CBN stays the course, and not just because of economic efficiency. Cash discriminates in favour of the tax-evading, corrupt elites at the expense of the powerless and poor: electronic payments should be a cheap, fast and transparent alternative.

The biggest enemy in fighting poverty is physical cash. The fact that people living at the bottom end of the pyramid need to conduct their business with paper notes (and coins) is the main reason why they are often stuck there.

But how can an emerging market make the transition from cash to cashless? The answer is, of course, to skip past the slow roll-out of conventional banking and payments infrastructure and use mobiles, not cards, to replace cash. Kenya points the way…

Over 13,000 sugarcane cutters in Mumias Sugar zone will start receiving their pay electronically following a deal between Mumias Sugar Company, Family Bank and mobile phone money transfer service providers. Acting harvesting and transport manager Mr Franklin Maguge said the firm was considering the possibility of extending the programme to cover other casual workers in the next one month… The services will be also extended to cover sugarcane cutters National Hospital Insurance Fund (NHIF) medical scheme monthly remittances to make it easy for them to pay without going through hectic process.

This story gets even more interesting, though.

The sugar milling firm in collaboration with Safaricom and Airtel mobile phone services providers and Family bank is also making arrangements to have the cutters provided with mobile phones at a subsidised loan for efficient running of the programme.

Providing subsidised loans to the workers who do not have phones presumably saves money compared to paying them in cash. So if some of the workers still insist of getting paid in cash, great ineffeciencies remain for the company. When few enough remain, the company than quite reasonably insist that they are paid by mobile (I can remember my first factory job when I was a teenager, when the company was going through the process of switching the workers from cash to direct deposit – it wasn’t instantaneous, but it was done in the end). Come on mateys, all aboard for lack-of-Treasure Island.

[Neil McEvoy] I’ve been at the EEMA e-Identity conference in Tallinn, Estonia. I’ve heard a lot of people say that relying parties need to know the ‘level of assurance’ that can be ascribed to someone’s claimed identity, or in some attribute associated with an identity. A somewhat stronger version of this that I’ve also heard is that they must know the ‘probability’ that a claimed identity (or attribute) is correct.

This leaves me perplexed. If I see a die that looks like a regular cube, I can postulate that there is a one in six probability that if I throw it once I will get a six. I have implicitly assumed a couple of things; that my vision is sufficiently acute to spot any irregularity in its shape, and that the die is of an even density (strictly speaking, that the distribution of mass has cubic symmetry). I can test my proposition by throwing the die (say) 96 times. If I get roughly 16 of each number, my confidence will be increased (in a way which can be quantified) that it is a true die and that my initial postulation is correct. The points here are that:

  • my assertion on the probability rests on a limited number of assumptions
  • it can be tested
  • the more tests I do, the more confidence I can have
  • the past is a reliable guide to the future.

None of these are the case when trying to assess the veracity of a claim to a certain identity. If you receive a bundle of bits that encodes ‘Neil McEvoy’ (with some ancillary bits that indicate that some process, designed to validate the claim to my identity, has occurred), you cannot know the probability that I caused that bundle to reach you. I either did or I didn’t; but the number of ways in which I might not have is not known to you—or anyone.  Neither would you generally be in a position to repeat the process a hundred times and check the number of times that it is me or isn’t me. And, even if you could, there is no way that you can be sure that the past experience is a reliable guide to the future.

If we want an analogy with a die, it is that you receive some bits from me that purport to represent one throw of one die. Now, a die may not have been thrown—I could have made it up. It may have been thrown and I reported the wrong number, by accident or design; someone may have told me to type ‘6’ while holding a gun to my head; someone may have tricked me by handing me a die with two sixes and no ones; someone may have stolen the credentials I use to ‘prove’ that I entered a report; someone may have broken the cryptographic algorithm used to sign the transmission; or, for that matter, some Rumsfeldian ‘unknown unknown’ may have occurred. I think it is pretty clear that the probability that a report reaching you is truthful cannot be calculated, nor divined by any experiment.

So what should a relying party want? Clearly, not to be told by a provider that they can provide electronic identities that are 99.9% truthful, for such a person is a fool or a knave. By all means, he should expect the provider to have confidence in his service; but that is worth nothing unless he puts his money where his mouth is. The provider who accepts liability and has the balance sheet or the insurance to meet any losses that might ensue from your reliance on a false claim, that they have endorsed, is the only one that is worthy of your business. They will have every incentive to employ cost-effective business processes and technical measures that will limit the necessity for meeting claims.

There’s something odd about a conference on Mobile Money & Migrant Remittances held in a hotel with no mobile coverage and a $25/day charge for wifi, but despite that I thoroughly enjoyed popping along and meeting up with friends from around the world there. I was on the Strategy Panel covering financial inclusion, and this coincidentally, the day after I had been quoted in Warren’s “Washington Internet Daily“:

Mobile payment systems are often treated with a lighter regulatory touch than mobile banking, to reach as many users as possible, Birch said. The need to integrate the “unbanked” into society should “tip the value” toward less regulation of low-value transactions, he said.

An entirely accurate representation of my views. A correspondent wrote in response:

Very sensible words! Not sure if you have actually read FATF’s NPM report from October 2010, but it is actually pretty good, and recommends the right thing: a light KYC regime (including no verification) for specific low risk accounts, praising the power of transactions limits and monitoring.

As it happens, I hadn’t read the FATF New Payment Methods report, so I downloaded it to take a look and discovered some surprisingly sensible conclusions. By “New Payment Methods”, or NPM, the FATF means specifically internet payment systems, mobile payment systems and prepaid card products. My correspondent had noted, to my surprise, that some of their conclusions echo my own ranting on the topic: that is, a light-touch KYC regime (including no verification for specific low risk accounts), with attention paid to setting the right transaction limits and appropriate monitoring and reporting requirements. The report is based on a number of case studies, so the conclusions are based in practical analysis, however it must be said that they are probably not statistically utterly sound.

The project team analysed 33 case studies, which mainly involved prepaid cards or internet payment systems. Only three cases were submitted for mobile payment systems, but these involved only small amounts.

Personally, I found many of the case studies in chapter four of the report uninteresting. Yes, in some cases prepaid cards, or whatever, were used as a part of a crime, but in many of the frauds so were cash and bank accounts. One of the case studies concerned the use of multiple prepaid cards by an individual found to have 12 legally-obtained driving licences in different names (and $145,000 in cash). I’d suggest that cracking down on the driving licence issuing process ought to be more of a priority! The issue of access to transaction record is, I think, much more complicated than many imagine. You could, for example, imagine transaction records that are encrypted with two keys — your key and the system key — so that you can go back and decrypt your records whenever you want, but the forces of law and order would need to obtain a warrant to get the system key. Sounds good. But I might not want a foreign, potentially corrupt, government department to obtain my transactions for perfectly good reasons (like it’s none of their business).

The report says very clearly that the overall threat is “difficult” to assess (so some of the rest of it, I think, is necessarily a trifle fuzzy) but also that the anti-money laundering (AML) and counter terrorist financing (CTF), henceforth AML/CTF, risks posed by anonymous products can be effectively mitigated. I agree. And I also strongly agree with chapter three of the report notes that electronic records give law enforcement something to go on where cash does not. This is something that I’ve mentioned previously, both on this blog and in a variety of other fora, because I think it’s a very important point.

I said that I was not sure that keeping people out of the “system” was the best strategy (because if the terrorists, drug dealers and bank robbers on the run stay in the cash economy, then they can’t be tracked, traced or monitored in any way)

The report goes on to expand on the issue of mitigation and, to my mind, deals with it very well. It says that:

Obviously, anonymity as a risk factor could be mitigated by implementing robust identification and verification procedures. But even in the absence of such procedures, the risk posed by an anonymous product can be effectively mitigated by other measures such as imposing value limits (i.e., limits on transaction amounts or frequency) or implementing strict monitoring systems.

Why is this so important? As well as keeping costs down for industry and stimulating the introduction of competitive products, the need for identification is a barrier to inclusion. This link between identification and inclusion is clear, whatever you think about the identification system itself. India is turning out to be a fascinating case study in that respect.

The process would benefit beneficiaries of welfare schemes like old-age pension and NREGA, enabling them to draw money from anywhere as several blocks in Jharkhand have no branches of any bank and would save them from travelling to distant places for collecting money.

But I can’t help cautioning that while customer identification is difficult where no national identity scheme exists, but there is a scheme it may give a false sense of security because obtaining fraudulent identities might be easier than obtaining fraudulent payment services in some jurisdictions or where officials from dodgy regimes (like the UK) are at work…

Prosecutor Simon Wild told the court Griffith abused his position by rubber stamping work permit applications that were obviously fake or forged using false names and references.

For low risk products, then, the way forward is absolutely clear: no identification requirements, potentially strong authentication requirements and controlled access to transactions records. One small problem, though, that the report itself highlights: there are no uniform, international, cross-border standards for what constitutes a “low risk” product. But that’s for another day.

Finally, I couldn’t help but notice that the payment mechanisms that scored worst in the high-level risk table (on page 23) and therefore the one that FATF should be working hardest to crack down on is cash.

P.S. I apologise to the conference organisers for my radio silence during the event, but I belong to the #canpaywontpay tendency: I can afford $25/day for wifi (since I’m not paying, I just expense it to the compnay) but I won’t pay it, because it’s outrageous. No wifi means no twitter, no blog, no buzz. That’s not how conferences should be in 2011.

Playtesting a privacy education game

Consult Hyperion has been working on a project called VOME with the UK Technology Strategy Board. The idea of the project is to help people who are specifying and designing new, mass-market products and services (eg, Consult Hyperion’s clients) to understand privacy issues and make better decisions on architecture.

VOME, a research project that will reveal and utilise end users’ ideas and concepts regarding privacy and consent, facilitating a clearer requirement of the hardware and software required to meet end users’ expectations.

Part of the project is about finding different ways to communicate with the public about privacy and factor their concerns into the requirements and design processes. Some of these ways involve various kinds of artistic experiments and it’s been fun to be involved with these. We’ve already taken part in a couple of unusual experiments, such as getting amateur writers to produce work about privacy from different perspectives.

More recently we have been working with Woking Writers’ Circle on the production of a collection of short stories and poems entitled ‘Privacy Perspectives’.

As one of the technical team, I have to say that it’s very useful to be forced to try to think about things like privacy-enhanced technology, data protection and risk in these different contexts. One the artistic experiments underway at the moment, primarily aimed at educating teenagers and young people about the value of their personal data, is the development of a card game that explores the concept. The card game experiment, lead by Dr. David Barnard-Wills from Cranfield University, has reached the point where the game needs playtesting. So… we all met up in London to play a couple of games of it.

Turned out that not only had the chaps developed the game way further than I had imagined, but they’ve invented a pretty good game. Think the constant trading of “Settlers of Catan” with the power structures of “Illuminati” mixed with game play of “Crunch”. I liked it.

You get cards representing personal data of different kinds. Depending on who you are (each player is a different kind of business: bank, dating agency, insurance company etc) you want different datasets and you want to link them together into your corporate database. A dataset is a line of three or more data items of the same kind. Here’s a corporate database with two datasets in it: the green biographical data 2-2-3 and the orange financial data 3-3-3, these will score at the end of the game.

There are event cards, that pop up each round to affect the play, and some special cards that the players get from time to time. Check out the database I ended up with in the game that my colleague and I won! I was the bank, so I was trying to collect financial data in my database but I was also trying to collect social data (purple) in my hand.

We had great fun, and we all contributed a ton of ideas. The game is being refined for a new version in a month or two, so we’ll try it again then and I’ll let you know how it’s going! I don’t know if the guys are actually going to turn it into a commercial product (that isn’t really the point of it) but I’d say they are on to a winner. My tip: instead of calling it “Privacy”, call it “Super Injunction”.

Consult Hyperion has been working on a project called VOME with the UK Technology Strategy Board. The idea of the project is to help people who are specifying and designing new, mass-market products and services (eg, Consult Hyperion’s clients) to understand privacy issues and make better decisions on architecture.

VOME, a research project that will reveal and utilise end users’ ideas and concepts regarding privacy and consent, facilitating a clearer requirement of the hardware and software required to meet end users’ expectations.

Part of the project is about finding different ways to communicate with the public about privacy and factor their concerns into the requirements and design processes. Some of these ways involve various kinds of artistic experiments and it’s been fun to be involved with these. We’ve already taken part in a couple of unusual experiments, such as getting amateur writers to produce work about privacy from different perspectives.

More recently we have been working with Woking Writers’ Circle on the production of a collection of short stories and poems entitled ‘Privacy Perspectives’.

As one of the technical team, I have to say that it’s very useful to be forced to try to think about things like privacy-enhanced technology, data protection and risk in these different contexts. Technologist can’t square circles, but we can help

What do the politicians, regulators, police and the rest of them want us (technologists) to do about the interweb tubes? It might be easier to work out what to do if we had a clear set of requirements from them. Then, when confronted with a problem such as, for example, identity theft, we could build systems to make things better. In that particular case, things are currently getting worse.

Mr Bowron told the MPs this week that although recovery rates were relatively low, the police detection rate was 80 per cent. However, the number of cases is rising sharply with nearly 2m people affected by identity fraud every year.

So, again, to pick on this paricular case, what should be done?

Mr Head also clarified his position on the safety of internet banking, insisting that while traditional face-to-face banking was a better guarantee against fraud, he accepted that society had moved on. “If you take precautions, it’s safe,” he said.

Yet I remember reading in The Daily Telegraph (just googled it: 20th November 2010) there was a story about an eBay fraud perpetrated by fraudsters who set up bank accounts using forged identity documents, so face-to-face FTF does not, as far as I can see, mean any improvement in security at all. In fact, I’m pretty sure that it is worse than nothing, because people are easier to fool than computers. I would argue that Mr. Head has things exactly wrong here, because we an integrated identity infrastructure should not discriminate between FTF and remote transactions.

I think this sort of thing is actually representative of a much bigger problem around the online world. Here’s another example. Bob Gourley. the former CTO of the U.S. Defense Intelligence Agency, poses a fundamental and important question about the future identity infrastructure.

We must have ways to protect anonymity of good people, but not allow anonymity of bad people. This is going to be much harder to do than it is to say. I believe a structure could be put in place, with massive engineering, where all people are given some means to stay anonymous, but when a certain key is applied, their cloak can be peeled back. Hmmm. Who wants to keep those keys

So, just to recap, Hillary says that we need an infrastructure that stops crime but allows free assembly. I have no idea how to square that circle, except to say that prevention and detection of crime ought to be feasible even with anonymity, which is the most obvious and basic way to protect free speech, free assembly and whistleblowers: it means doing more police work, naturally, but it can be done. By comparison, “knee jerk” reactions, attempting to force the physical world’s limited and simplistic identity model into cyberspace, will certainly have unintended consequences.

Facebook’s real-name-only approach is non-negotiable – despite claims that it puts political activists at risk, one of its senior policy execs said this morning.

I’ve had a Facebook account for quite a while, and it’s not in my “real” name. My friends know that John Q. Doe is me, so we’re linked and can happily communicate, but no-one else does. Which suits me fine. If my real name is actually Dave bin Laden, Hammer of the Infidel, but I register as John Smith, how on Earth are Facebook supposed to know whether “John Smith” is a “real” name or not? Ludicrous, and just another example of how broken the whole identity realm actually is.

For Facebook to actually check the real names, and then to accept the liabilities that will inevitably result, would be expensive and pointless even if it could be achieved. A much better solution is for Facebook to help to the construction and adoption of a proper digital identity infrastructure (such as USTIC, for example) and then use it.

The implementation of NSTIC could force some companies, like Facebook, to change the way it does business.

That’s true, but it’s a good thing, and it’s good for Facebook as well as for other businesses and society as a whole. So, for example, I might use a persistent pseudonymous identity given to me by a mobile operator, say Vodafone UK. If I use that identity to obtain a Facebook identity, that’s fine by Facebook: they have a certificate from Vodafone UK to say that I’m a UK citizen or whatever. I use the Vodafone example advisedly, because it seems to me that mobile operators would be the natural providers of these kinds of credentials, having both the mechanism to interact FTF (shops) and remotely, as well as access to the SIM for key storage and authentication. Authentication is part of the story too.

But perhaps the US government’s four convenient “levels of assurance” (LOAs), which tie strong authentication to strong identity proofing, don’t apply to every use case under the sun. On the recent teleconference where I discussed these findings, we ended up looking at the example of World of Warcraft, which offers strong authentication but had to back off strong proofing.

Eve is, naturally, absolutely right to highlight this. There is no need for Facebook to know who I really am if I can prove that Vodafone know who I am (and, importantly, that I’m over 13, although they may not be for much longer given Mr. Zuckerberg’s recent comments on age limits).

Identity management is a foundation of cyberdefence

The government is battening down the hatches and repelling all boarders, even if they have e-tickets. And not before time!

Foreign intelligence agencies are carrying out sustained cyberattacks on the UK Treasury, targeting it with malicious emails and programs designed to steal information, the Chancellor, George Osborne, has revealed. He said that government systems are the target of up to 20,000 malicious emails every month

And that’s not counting the ones from taxpayers, I imagine. Setting aside how ludicrous and meaningless this figure is, there is nonetheless a serious point. If Son-of-Stuxnet crashes the Treasury, that might well be a net benefit to the economy, but if it crashes the electricity distribution network, even I won’t be laughing. We need effective cyberdefences. So what should the authorities do to bolster these defences? I would have thought that have some kind of working identity infrastructure might be a first step, and in that respect things haven’t been going to well in the UK.

The Home Office slipped out the final report of the Independent Scheme Advisory Panel (ISAP) this week, more than a year after it was written. The ostensibly independent report, which reveals how the ID system had been compromised by poor design and management, was submitted to the Home Office in December 2009.

The report says that there were no specifications for usage or verification (which we knew – this was one of my constant complaints at the time) and, revealingly, that (in section 3.3) that “it is likely that European travel” will emerge as the key consumer benefit. This, I think, is an interesting comment. As I have pointed, what the Identity & Passport Service (IPS) delivered was, well, a passport. It had no other functionality and, given the heritage, was never going to have. Hence my idea of renaming it “Passport Plus” and selling it to frequent travellers (eg, me) as a convenience, and idea that really should have been taken more seriously by the coalition administration.

As an aside, the report also says (in section 5.5) that the “significant” number of change requests after the contracts had been awarded would likely increase risk, cost and timescale. Again, while this is a predictable comment, it is a reflection on the outdated consultation, specification and procurement processes used. Instead of a flagship government project heralding a new economy, we ended up with the usual fare: incomplete specifications, huge management consultant bills, massive and inflexible supply contracts.

The report repeated the same warnings ISAP had given the Home Office every year since the system blueprint was published in December 2006 by Liam Byrne and Joan Ryan, then Home Office Ministers, and James Hall, then head of the Identity and Passport Service (IPS).

How did it all go do wrong? Liam Byrne was supposed something about IT as he used to work for Accenture, as did the James Hall (Joan Ryan was a sociology teacher who later became famous for claiming more than £170k/annum in expenses). All in all, it was a pretty disastrous period for those of us who think that identity infrastructure is crucial to the future of UK plc, let alone the UK government. This is not to say that, despite all of the evidence (including today’s fascinating FT piece on the UK government’s equally disastrous NHS infrastructure project), that the UK is uniquely hopeless at developing identity infrastructure for the 21st century.

Thai citizens who applied for their first national identity card or who applied to have their ID card renewed, have been issued with a yellow slip instead of the new microchip-embedded “smart” cards. The reason behind the problem is that the Interior Ministry refused to accept the new “smart” cards which were supplied by the Ministry of Information and Communications Technology, claiming that they did not meet the prescribed specifications stipulated in the ministerial regulation.

Now, this may seem funny, but I ought to point out in the interests of international balance that there are, right now, in 2011, many people walking around branches of the British government with printed pictures of smart cards hanging around their necks. Yes, that’s right: pictures of smart cards, rather than actual smart cards. I’m afraid our cyberdefences are more a cyber home guard at the moment.
